The Hazard Vulnerability Analysis (HVA) is the first step in developing your Emergency Operations Plan. The HVA serves as a needs assessment for the Emergency Management program and allows you to identify gaps and create priorities. Joint Commission accredited facilities must update their HVA annually. The HVA should be completed with key members of your Emergency Management Committee or group (Security, Facilities, Nursing, Administration)
HVA tools
There are many HVA tools available to help determine your risk. The tool widely used in this region is the Kaiser Permanente model. This model will take inputs from your HVA group on the probability, impact of threats and mitigation and preparedness measures you have taken to determine a level of risk for each hazard.
There are other tools available for completing your HVA. it is important to remember that your HVA is only as good as the input from your stakeholders and an honest assessment of the impact of and preparedness for identified hazards.
